But,how to change automatically refresh every 1 second time?

This is not possible.
The refresh time is hardcoded to simulate a realistic 5-8 sec revolution time of an airspace surveillance radar antenna.

But,the "5-8 sec"is very slowly!

Yes, but you get used to it. The programm was intended to be as real as it gets - therefore there is no option to increase the radar refreshing time. An ordinary radar (depending on the range) does about 12 revolutions per minute, so to speak there are updates at an interval of 5 seconds.
