Do you have "ATC_Admin.exe"`use document or where is the use document?(This is my mean!)

I went through the JaBog_ATC Development Thread(german language)

As far as I understood:
The AdminPanel was an attempt to maintain all connected pilots with their IP and the side they were in(Red/Blue). I guess this has primarily to do to prevent players from cheating while playing LockOn and running the ATC client the same time.
There was an login/password set in the server part and one could connect with the admin panel via server-ip, login , password.
As Exter already mentioned: The admin panel was entirely removed in a later stage of development and stated that it would not work anymore either. Instead the ATC app offered the possibility to set different passwords for RED/BlUE team.
What that means to you:
-no support
-no documentation
I f you still want to fiddle around with this version, you are on your own.
I recommend to go with the latest version, as Schleudersitz mentioned. Since this is
Status Quo within vJaBog32, chances are that we can provide much more support when you run in trouble.

Version 1.44 had stability issues.
Current version in use in our squadron is still 1.41.
